Abstract
For domestic technology "Silicon on insulator", which is in the process of development, there is no analogue of commercial software, compilers, memories that are available in large quantities for factories overseas manufacturers. Due to the need to ensure the development of digital blocks of integrated circuits for production technology, the individual parameters that may change in the future, was created by a particular route design memory - register files. This technique, along with building a library of basic elements can resolve the issue quickly develop a wide range of memory blocks from a small set of items. Route planning is easy and does not require highly skilled engineers working circuitry or topology. Thus it allows us to solve the important task of creating a performance and reliability of digital integrated circuits with a reserve for possible future changes in technology during its development.
